Summary

You will serve as Compliance Investigator (Course Developer/Instructor) with the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Hazardous Materials Safety, (OHMS), Field Operations, Certifications and Standards Branch. You will report to and represent the Chief, Certifications and Standards Branch in developing, managing, and providing training courses targeted to Hazardous Materials Professionals.

Duties

As a Compliance Investigator, you will :

  • Plan, organize, and conduct investigations and inspections and in accordance with the Field Operations Manual. During complex inspections, determine compliance and obtain evidence which supports this determination with minimum supervision.
  • Brief leadership, having authority on any anticipated Enforcement Reports within two weeks of the investigation/inspection.
  • Conduct regulatory review, analysis and comment for existing and proposed regulations, approvals, and special permits. Provide the Chief recommendations for change requests regarding rulemaking, special permit, and approval activities.
  • Interpret, and accurately apply the Federal Hazardous Material Transportation Law and regulations while maintaining a comprehensive and thorough knowledge of recent changes and interpretations thereof. Accurately provide the Agency's positions on laws, rules, regulations, and interpretations pertaining to hazardous materials transportation during training and field operations.
  • Design, develop, implement, and evaluate PHMSA Field Operations (FO) staff and investigator certification and standardization program activities.

The Ideal Candidate developers require candidates to maintain existing courses, make sure that each of them is revised and improved, based on the recommendation of the instructors and students. Develop new course modules to be incorporated into existing courses, as well as research, design and implement new ones. Able to bring together wide array of information into a training program that is effective at driving performance.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE:  Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR300, Subpart F.
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade which you are requesting consideration.

To qualify for the Grade 13 , you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience developing training course materials to improve in the design of curriculum as defined.
  • Experience developing and/or updating course modules.
  • Experience updating training course material to maintain current training trends.
  • Experience creating course material using multimedia materials.
